den wirtschaftlichen Folgen der Corona-Pandemie leidet, erholte sich Chinas Wirtschaft seit dem Fr\u00fchjahr 2020 z\u00fcgig. Quelle: Destatis<\/p><\/div>\n<\/div>\n<p>Auf den ersten Blick mag dieser Befund nahelegen, dass Deutschland gar nicht erst versuchen sollte, dem wirtschaftlich m\u00e4chtig gewordenen und immer selbstbewusster auftretenden China die Stirn zu bieten. Es k\u00f6nnte sich damit selbst schaden. Um diese Argumentation zu untermauern, verweisen die Bef\u00fcrworter einer immer engeren und wirtschaftlichen Bindung an China auch auf die Rolle der USA. Obwohl die deutsch-amerikanischen Beziehungen sich unter Pr\u00e4sident Biden deutlich verbessert haben, zeigen die disruptiven Erfahrungen mit der Trump-Administration, dass die USA nicht mehr der verl\u00e4ssliche Partner sind, der sie einmal waren. Daher, so die Schlussfolgerung, w\u00e4ren die Europ\u00e4ische Union im Allgemeinen und Deutschland im Besonderen gut beraten, enger mit China zusammenzuarbeiten.<\/p>\n<p><strong>Sind Prinzipien nur Nebens\u00e4chlichkeiten?<\/strong><br \/>\nDieses Argumentationsmuster ist jedoch kurzsichtig. Es h\u00e4lt einer strategischen \u00dcberpr\u00fcfung nicht stand.<br \/>\nGrunds\u00e4tzlich gilt nat\u00fcrlich, dass der Versuch zu begr\u00fc\u00dfen ist, f\u00fcr beide Seiten vorteilhafte Wirtschaftsbeziehungen zu st\u00e4rken. Aber bei Beziehungen zu Diktaturen wie China und Russland stellt sich eine grunds\u00e4tzliche Frage: Inwieweit kann und soll Deutschland es sich dabei leisten, Werte wie Menschenrechte, Freiheit, Demokratie und die Einhaltung internationaler Vertr\u00e4ge hochzuhalten?<\/p>\n<p>Speziell bei China stellt sich die Kernfrage: Sollen Chinas zum Teil unfaire Handelspraktiken, sein gelegentlicher Diebstahl geistigen Eigentums, sein<br \/>\nUnterdr\u00fccken der Uiguren, der Versto\u00df gegen die in einem internationalen Vertrag verankerte Verpflichtung zur Achtung der b\u00fcrgerlichen Freiheiten und der<br \/>\nRechtsstaatlichkeit in Hongkong sowie seine Drohungen gegen Taiwan einfach hingenommen werden? Sollen Deutschland und die EU insgesamt ihren kollektiven Kopf in den Sand stecken und \u201ebusiness as usual\u201c betreiben?<\/p>\n<p>Ein genauerer Blick auf die Fakten zeigt, dass der deutsche Handlungsspielraum in den internationalen Wirtschaftsbeziehungen weit weniger eingeschr\u00e4nkt ist als oft angenommen wird. Deutschland ist aufgrund seiner inh\u00e4renten wirtschaftlichen St\u00e4rke und seiner festen Verankerung in der Europ\u00e4ischen Union in der Lage, gem\u00e4\u00df seinen Werten zu handeln. Es muss daher nicht \u00fcber gravierende F\u00e4lle chinesischen Fehlverhaltens hinwegsehen, um seine wirtschaftlichen Interessen zu wahren.<\/p>\n<p>Das hei\u00dft nicht, dass Deutschland und die EU immer gleich auf Handelssanktionen setzen sollten, um China einen h\u00f6heren Preis f\u00fcr das Missachten globaler Regeln zahlen zu lassen.
